[Feature] Use Kit instead of Preset when CMakePresets.json exists

Request Overview

When I want to use kits defined in cmake-tool-kits.json in a project with CMakePresets.json, the configuration dropdown can't change for kit selection, and the Ctrl+Shift+P command CMake: Select a kit is no longer available (disappear).

Is there a existed way to do that? If not, is possible to implement this feature?

@uihp You should be able to modify the cmake.useCMakePresets to never and it should then utilize kits. It may be possible that there is a bug where you need to restart the extension/window after changing this, but this should work.

Pending feedback from you that this setting doesn't work, since there is a setting for it, I'm going to close this issue with this comment/solution. Thanks!
