Behaviour

--Cannot have more than 128 tools per request.-- error triggered when initiating chat session. Despite having active less than 50 tools still not allowing to move forward

Steps to reproduce:

Initiating a chat session - first message already crashes. Chat Debug View don't show any Copilot call request.
