In DevContainer a NuGet error if Angular project exists

To reproduce:

1. Create a devcontainer.json with:
   {
   "name": "C# (.NET)",
   "image": "mcr.microsoft.com/devcontainers/dotnet:1-9.0"
   }

2. Install C# Dev Kit Version 1.19.45

3. Create a simple C# WebAPI-Projekt in folder to have this folder structure:
   ROOT
   |- .devcontainer
   |- .vscode
   |- WebApplication1
   |- WebApplication1.sln

4. Install Node.js in DevConatiner with "nvm install --lts"

5. Install Angular global with "npm i -g @angular/cli"

6. Create Angular project with "ng new --minimal client" to have this folder structure:
   ROOT
   |- .devcontainer
   |- .vscode
   |- client
   |- WebApplication1
   |- WebApplication1.sln

If i close the DevContainer and reopen it next time i get delayed this error in VSCode:

MSBUILD : error MSB1009: Project file does not exist.
Switch: undefined
Determining projects to restore...
All projects are up-to-date for restore.

This error only occurs when I add Angular, why?

I am able to reproduce this error by following the repro steps mentioned in the issue description. However, I noticed that NuGet restore was triggered even before the Solution Explorer appeared, as shown below:

NuGet restore was triggered again after the Solution Explorer appeared in VS Code. This time, the restore succeeded.

NuGet restore in VS Code is triggered by the project system during solution load and whenever package dependencies have been updated.

Any help/progress on this? Or new insights by anyone? Running into the same error. 7 out of 10 projects are working fine in this solution.. really weird.

Switching to the pre-release version and relaoding the window does seem to fix the problem though.. Using a devcontainer too and my default terminal is pwsh, not sure if that helps.
