.NET SDK not recognized when C# Dev Kit first installed

Describe the Issue

I'm getting this error after installing the C# Dev Kit, even though I just installed the .NET SDK:

I verified that dotnet --info works on the command-line.

Steps To Reproduce

• Start up Windows Sandbox
• Install the .NET 9 SDK
• Install VS Code
• Install C# Dev Kit in VS Code

Expected Behavior

No error message about the .NET SDK missing.

A lot of times this is fixed by a VS Code restart / computer restart. I'm going to update the message to recommend this first.

Did you use the .NET Installer on the website to install .NET?
Was VS Code launched before or after the installer had completed?

The path API we have should find the install regardless, though I don't know if this is the debugger, which does not use our API. My next thought would be to scan the log from the vscode-dotnet-runtime extension (ctrl shift p -> find extension logs).

It may not return the path if the version is not sufficient. It may also be helpful to include the required version of dotnet in the message if that is a factor.

After. I didn't even start installing VS Code until after the .NET installer completed.

This does seem to be the debugger integration hooked up by vscode-csharp here based on the wording. Might need to move them to using the probing from the vscode-dotnet-runtime extension.
