Project references not working with .NET Framework project

Describe the Issue

I have a SDK-style project targeting net481. References to other projects are shown as "invalid". There is no issue when the project is opened in VS2022.

Steps To Reproduce

1. Open net481 project in the VSCode
2. Open a file that has references to another project

Expected Behavior

There should be no issues with referenced projects.

OS: Win11

VScode version: 1.103.2

Installed extensions:
