The kernel failed to start due to the missing module '_sqlite3'.

I got a error when I first load a notebook to run something, and I make sure that the kernel I choose of which was compiled with enabling the sqlite. Some wired, the kernel I choose is 'Python 3.8.7', but from the errors shows us is python3.9... So I have no idea with that. Could someone help me figure out the issue? Thanks.
