In which case will the debug cell button in notebook be hidden?

I'm trying to develop the debug feature for synapse remote server. Now I need to connect it with vscode web notebook supported by jupyter extension.
But I found a weird thing, with the same server and config, the notebook's debug button was sometimes hidden. I want to know what scenario this is based on?

I was thinking that this button was controlled via metadata in request kernelspecs, but you denied that. Then I'm confusing with it.

Below I have attached the jupyter log, I don't see any problem as it is exactly the same as when the debug cell button appears.
