%%bash cell magic command doesn't work in Jupyter notebook Vscode

%%writefile works just fine. But not for %%bash, not even working for simple echo “hello". Can you guys help me figure this out? I am stuck

I also try the same code in online Jupyter Notebook, it gives me the same error. What did I do wrong, how do I config the notebook in order to use %%bash magic command
