Starting Server Manually

I'm having an issue with the VSCode JupyterHub extension. The problem is that the extension automatically connects to the office server and opens a server, which I don't want. I want to prevent this auto-start behavior, but even when I disable the "auto-start notebook" feature in the Jupyter Notebook settings, the extension still connects to the server when I reopen VSCode.

What I would like is for the extension to not start to the server automatically when I open VSCode, and only connect if the server is already running. Is there a setting or configuration that can achieve this?
