Coding agent access for Free users is unclear

Testing on a free account, I see the "Delegate to coding agent" button in the chat input box and am able to select this option. It kicks off the request and eventually fails since coding agent isnt available for Free users. It would be ideal if we did this check prior to sending off the request and I could see this as an upsell opportunity. Current flow doesn't make it clear that this is a limitation of my Free account and rather says it is a result of repo permissions, while true is not the root of the limitation.

+1 to identifying the root issue better. FYI this was shown solely due to the return code from CAPI
