Update Python debugpy version

I'm just wondering what the process is for updating the bundled version of debugpy with this extension? Currently the deps are for `debugpy 1.8.13` https://github.com/microsoft/vscode-python-debugger/blob/7ae029cf736240cab8ce1324a9ee50aa9bf5e158/debugpy_info.json but the latest version is `1.8.16` https://pypi.org/project/debugpy/1.8.16/#history
