Update condarc.json (#24918)

Hello!
[According to the
docs](https://docs.conda.io/projects/conda/en/stable/user-guide/configuration/settings.html#ssl-verify-ssl-verification),
the ssl_verify option should support strings (for certificate paths and
`truststore`)
