Bug on Debug testing restart

Need to fix a bug so python supports debug testing restart so it aligns with the other VS Code language extensions. See microsoft/vscode#163333 for a reference to the issue

not yet, as we assign it to our monthly task list it will be linked on the iteration plan. Please upvote if you think this is a significant problem and that may increase prioritization. You are welcome to make a PR for this change and send it my way to review if you want to speed the processes along without waiting for my time to free up but otherwise it is balanced against other priorities. Thanks
