GitHub Actions cron job to calculate 👍 velocity

We want to know 👍/day so that older issues with tons of 👍 don't drown out newer issues that are getting a lot of 👍 in a short amount of time. We can set up a daily or every-Tuesday GitHub Action cron job so we know when it comes time to plan if there's something that's trending or if something is showing up quickly after a release.

gh issue list --state "open" --json "url,title,createdAt,labels,reactionGroups" --repo="microsoft/vscode-python" gets you the appropriate data in JSON format (with an appropriate --limit to get all the issues.

We could have a Python script that processes the JSON output and creates a job summary in a Markdown table to make it easy to look at the results.
