Hide progress messages when invoking tools #25073
Description
When installing packages, etc, we end up displaying progress notifications.
However we're already doing this in the chat panel, hence these popup notificaations seem more like noise.
We changed these in Jupyter extension as well (perhaps delay the messages so they appear only after a few seconds)
