I believe I am experiencing the same issue, python auto complete being extremely slow (sometimes never loading modules), env discovery being slow, "running file rename participants" taking forever. I also believe this is related to #25288 and #25284 as these issues started at the same time for me.

I met this issue when I'm in a poor network conditions, connecting through the SSH to a remote server. This condition was solved when I moved my network to my phone's hotspot.

In >running extensions in the VS Code, there is no extensions activated.

I'm not pretty sure about this condition might be applied to yours too.
