unable to detect kernel in my venv #25315

Windows user. running a jupyter notebook in a venv. Closing and opening VSC in session is fine.
Everything works fine until I shutdown my computer, when I re open VSC, it cannot detect the venv. In terminal I can activate the venv just fine, but in the top right Detecting kernel is rotating constantly. If I click through that quick picker > Python environments > it searches for a while then shows Create python .. > venv > use existing but after i click existing it goes back to the detecting kernel & wheel.
If I reinstall VSC it fixes the issue for my session.
Have tried a few fixes based on other help requests but nothing is working besides a reinstall.
Have put in python logs and happy to put in any other requested info.
