Now that this is part of the draft spec, we should support it

modelcontextprotocol/modelcontextprotocol#835

This allows an MCP Server to conditionally ask for more scopes. The idea being that:

• connecting to the server is a minimum set of scopes
• a tool call could be a greater set of scopes
