Max. of votes can be reduced even after user has already used the max. votes given, leading to wrong results

Describe the bug

• The original max. of votes was "5", when the Retrospective was started
• At least one user already gave his 5 votes
• THEN, the max. of votes is reduced
• THAT leads to the weird situation that the total of given votes is greater than the total of max. votes allowed. Making it confusing to users and not explainable to facilitators.

Follow the steps described above.

Expected behavior
If at least one user already gave more votes than the new, reduced number intended in "Edit Retro", an error is triggered stating that the max. of votes cannot be reduced to a number less than the max. of votes already given.

Good observation. I believe this is a known and "accepted" behavior and yes it can result in having more than max votes.

In the most common use case the max votes is set before voting begins. The facilitator will need to manage and advise users if changing max votes after voting has happened.
