"Act/Elapsed Time" - only one at the same time

Describe the solution you'd like
Currently, it is possible to start multiple "Elapsed Time" in the Act tab at the same time. What sense does that make? How should participants become focused if various users start the elapsed time leading to overlapping times running?

Describe alternatives you've considered
If an elapsed time was started and another time is tried to be started while the first time is still running, provide an error message preventing that.
