Issue Deploying in GCC-H

Brief description of your issue

When deploying in GCC-H api urls for cosmos are using a version that doesn't work properly.

Steps to reproduce

Try to deploy to GCC-H

Expected behavior

Everything fully deploys

Actual behavior

New-wingetsource fails with errors when trying to set permissions on cosmos db. Screenshot attached

Environment

Windows: Windows.Desktop v10.0.2600.7462
System Architecture: x64
Package: Microsoft.DesktopAppInstaller v1.27.349.0

From a brief look, it seems the api version used by Azure PSCmdlet (the Az modules) like Get-AzCosmosDBAccount (2025-10-15) was too new for the Azure instance. Currently winget rest source modules does not control which api version to use by Az modules. Maybe try using a lower version of AZ modules to see if it workarounds the issue.
