Winget:- Packaging as zip vs msi

Are there differences between going for msi vs zip as the packaging approach when we want to rely on winget as the installation/distribution media?

Pros Vs Cons of zip vs msi?
Also what does portable installer mean?
What may make more sense considering the following:-

1. Single binary...Primarily CLI. Generically, no additional dependencies
2. Installation must be easily run without Windows administrator privileges.
3. Uninstallation and upgrades are simply the deletion or replacement of the binary.
