Hello, according to Utah's App Store Accountability Act, winget on a Windows tablet specifically is considered an "app store" and requires age verification or else suffer hefty fines. Detect if the user is using a Windows tablet in Utah. If they are using a windows tablet in Utah, they will be warned that Winget may no longer be available in Utahn windows tablets beginning May 1, 2026 due to the App Store Accountability Act, requiring age verification for tablet and phone operating system app stores, including Winget, and if the user is more than may 1 2026 Winget on Utah windows tablets will be no longer available. What about the "at the time an individual who is located in the state creates an account with the app store provider" part? At least on Windows 10, you don't need to register yourself with any overlords.
