Update hashes in manifest

Description of the new feature / enhancement

After creating a manifest as described here we need to download all files and create the hash with winget hash

It would be nice to have something like
winget hash --update-manifest .
or maybe
winget validate --manifest . --update-hashes and winget validate --manifest . --include-hashes
to automatically updated the hashes (and also test all URLs as sideeffect)

This maybe helpful for updates like this: microsoft/winget-pkgs#314219

If you use one of the tools mentioned in the readme the hashes will (usually) be automatically calculated for you.

This is exactly what WinGet-Create was built for - you can simply install the tool the run wingetcreate update <package-id> -u <url-parameters> -v <new-version-number> and it should generate the new manifest for you with the updated hashes, or use wingetcreate update <package-id> -i for a more interactive flow.

If you have a fork and clone of the winget-pkgs repo, you can also use YamlCreate - its a PowerShell script that will also automatically update the hashes for you - Just run the script and follow the prompts. The quick update mode (mode 2) is also designed for updates like the issue you linked.
