Brief description of your issue

Installing Microsoft Office from an import .json file results in an empty setup shell that shows no progress

Steps to reproduce

Create an import file with the following contents:

Actual behavior

The setup.exe screen opens and shows a moving progress bar in the tasklist, but no progress is seen.

Expected behavior

Microsoft Office is installed.
