25378 in conflict with 35002?

There are several checks that look at cross-tenant settings, and it seems some of them are in conflict with each other.

For instance it appears that 25378 - External collaboration is governed by explicit Cross-Tenant Access Policies works against 35002 - Cross-tenant access settings configured to allow encrypted content sharing)

They are also related to 21790 - Outbound cross-tenant access settings are configured so that might also be a conflict.

@tdetzner this requires a spec update. As per Purview the RMS apps should be allowed in the default policy but in the Network test it requires All apps should be blocked and is contradictory.
