Permission description PRs are incomplete

This is a typical permission update PR:

It only updates permissions/new/provisioningInfo.json

This is not the complete information needed by DevX API clients. The following shows that we need to update other files to have complete PRs for the information needed.

We need to ask that these PRs from AGS have complete information.
