Unable to sign in to Graph Explorer locally

Describe the bug
a new person loading Graph Explorer locally gets an error that no cached account exists

To Reproduce
Steps to reproduce the behavior:

1. Check out repo
2. Set up environment
3. Run npm start
4. See error

Expected behavior
Graph Explorer should still load the page unless the user wants to sign in
