Unable to consent to CustomDetection.Read.All #3977

Describe the bug
The beta API explorer introduced https://graph.microsoft.com/beta/security/rules/detectionRules endpoint.
This required CustomDetection.Read.All to call the list endpoint. There is no way for tenant admins to consent to this app permission.
To Reproduce
Steps to reproduce the behavior:
Go to Entra Admin center - enterprise apps
Find graph explorer enterprise app.
Click Admin Consent.
Expected behavior
CustomDetection.Read.All is available to provide admin consent.

Attempted requesting permission with non-admin account. No requests show in Admin Consent Requests.
