The description is:

It is not very clear due to 'ValueDescriptionAllowDefault' which should be 'Value which is default.' Additionally there are some spaces missing between sentences. Also for list values it is better that they are defined with certain values rather plain string.

This looks like a documentation sync issue. The public Graph REST doc property descriptions are inserted into a metadata document (which is in XML or YML format), which is used to generate the Graph Bicep reference docs. Unfortunately this metadata format doesn't allow for rich text and all markdown formatting is lost and this really screws up this particular property description in our Bicep reference docs. It should look like this (per the original):
