First ISP command takes about 10 seconds

Please help, I have tested ISP programming, It works fine, but every time I reconnect the Arduino UNO as programmer and for example, in avrdude, I pressed Detect MCU, it takes only sometime (about 10 seconds) to respond. This only happens once for the first command after connecting to avrdude. Why is that?
