Manually Mark Deployment as Failure

## Why do we need this ?

We usually fix broken releases by releasing a hotfix patch using semantic versioning. We need some way of marking the problematic release. This is a feature supported by Swarmia, and it would be good to have similar support to have accurate failure rates
