Implement detection of 256 colour support #5
Description
If possible, detect whether 256 colours are actually supported by the used:
- Irssi (check the proper version or see if there are other ways to test this)
- Terminal
- Terminal multiplexer (screen, tmux)
Display this information to the user when COLOR command is invoked.
