EOF file while using variable containing value starting with hash (#)

Hello,
I am not sure if this qualifies as a bug or as question to be clarified,
When I have an env var with value starting with hashtag it throws error of EOF
below is an example from the tips & tricks page with minor modification

myenv='#cat meow' yq --null-input '.a = env(myenv)'
Error: EOF

Is this expected behavior? if yes, what is the work-a-round?
Or is this a bug?
