Why don't GNU readline's key commands or tab autocomplete work?

There's a section commented out in index.html detailing useful key commands for GNU bc. I don’t want to include this section because GNUWin32 bc doesn’t seem support these shortcuts … even though it requires readline5.dll to run. Idk why this is.

These shortcuts are supported in my Linux terminal though, except the ever-crucial Tab autocomplete doesn't work.

I'd like to at least understand why these don't work before including this section in the guide.
