io_uring use

Abstractions over io_uring/IORing are provided by

liburing on *nix
KernelBase.dll on NT

A few things that would be worth considering implementing:

non-blocking file io
a threadsafe asyncio event loop
durable multi-process safe queues

Might want a fallback to select/epoll/kqueue for systems without an io_uring like? Not sure yet, and not sure there's a strong reason to as any production code should have access to it (Linux Kernel 5.1+), at best, it provides Something for local dev for anyone on BSD & Darwin? And then this still leaves other less-common platforms like python on WASI/WASM (pyodide, et al) unable to use it, so this may just be platform-specific availability.

As a result, this might make sense as a seperate related package, not sure yet here.
