feat: implement skills management feature with repository support

This commit introduces a comprehensive skills management feature, allowing users to discover, install, and manage skills from various repositories. It includes the addition of a FullScreenPanel component for the user interface, a RepoManagerPanel for managing skill repositories, and SkillCard components for displaying individual skills. The backend is enhanced with a new skills API for CRUD operations on skills and repositories, along with database support for persistent storage. Localization is also added for English and Chinese languages, ensuring accessibility for a wider audience.
