API: Add seconds argument, after how many seconds an item should be taken out of a container

Adding this feature to the api would make the mod more complicated (since currently only a rate of 1 second per item is supported), but also make it more powerful in some cases.

For example Only taking an item every 8 seconds from a charged battery box would ensure a battery is fully charged when extracted with a hopper.
