[Feature]: keep 'Starred' articles

option to keep or remove starred articles when removing feeds and when automated cleanup is triggered

What problem does this feature solve?

Hi,
there are occasions, where Starred articles are deleted, but it might not be always desirable:

1. removing feed, because I am annoyed by it over time
2. removing and re-adding the same feed to apply new rules retrospectively
3. automated clean up procedures seems to not have 'exclude Starred' option

Proposed Solution

1. when asked to confirm removing the feed, options would be: no / yes, but keep starred / yes and remove starred
2. when force refreshing (reloading) the feed: yes including starred / yes but keep starred / no
3. CLEANUP_STARRED config parameter, default no (keep starred)

this could be an alternative solution to back up and restore of Starred articles, when any of the above actions would delete some

I always use Save in addition ton Star so I'm sure I backup each link to my bookmarking tool of choice, in my case it's Shaarli, where I also archive each link and tldr each link.
