Blocked instance list fetching from public lists

Summary

Please add URL boxes above blocked instances hostname box. These URLs should be periodically fetched for Misskey instances to become aware of misbehaving instances, without admins needing to manually adding them to the blocked hostnames list.

There are few organizations that maintain lists of misbehaving instances for instance admins to easily populate their Block, Mute, and Silence lists. It would be nice to know that our instances are updating their blocked instances list automatically.

Purpose

Many admins are repeating the same job, and it is not reasonable to expect all instance admins to be constantly be aware of new disinformation spreading, explicit-content allowing, and similarly misbehaving instances that they need to defederate. There are organizations such as IFTAS, and FediSeer by people we trust, who already put the hardwork, but we have to download those CSV files, reformat in the way Misskey expects (hostname only), and then append into the block list.

This feature would make proactive Misskey instance moderation manageable.

Here is how I imagine such system would work:

1. Admin enters the URL of a blocklist from trusted people.
2. Server fetches the CSV or JSON files in given URLs every hour.
3. Server extracts the hostnames of illicit instances from the fetched lists and appends them to manually entered hostnames
