[roll] Roll fuchsia [ufs] Support write protect feature

This CL adds write protect feature. However, the UFS driver does not
yet have fine-grained power control such as VCC, VCCQ, VCCQ2, so if it
is set to PowerOnWriteProtect, it will lose write protection when a
power cycle occurs.
