[roll] Roll fuchsia [bt][lib] Make :fuchsia-bluetooth available on host

To ensure ffx can access necessary types from :fuchsia-bluetooth, we need to
make this target compatible with the host toolchain. This requires
conditionally compiling any types that depend on the Fuchsia-specific zircon
library.
