[roll] Roll fuchsia [bazel][test] Add all bazel tests to a bazel_test_package_group

This change will build all bazel test package in the same bazel_action.
The individual `bazel_fuchsia_test_package` targets are not removed so
developer can still choose to include specific test packages.
