[roll] Roll fuchsia Revert "[build][secondary] Add Vulkan ecosystem repositories."

This reverts commit c0792407e1ba53b04b42b5a5b2755bd8b5f92a3d.

Reason for revert: Caused "jiri check-clean" failures on CI buildbots after Vulkan ecosystem update changes landed.
