[BUG] Requirements with too many tags blocks out the actual content of the requirements

Describe the bug
Requirements with too many NIST or CCI tags will have those tags expand to cover the screen and block out the actual text of the requirement.

To Reproduce

Go to https://heimdall-demo.mitre.org/results/2320 (511aff3-oci_results.json) as of version 2.12.6 of Heimdall Demo. All controls exhibit this behavior.

Expected behavior
If the number of tags is high enough, there should be a scrollbar to parse through them.
