Since v0.66 PowerToys has self-contained .NET, so it's not necessary to install dotnet-desktopruntime dependency, e.g. see https://github.com/microsoft/PowerToys/blob/943493667954d71d943cfc97b5662aeff730d8f0/README.md#066---december-2022-update

Please, remove it.
