Missing explicit link to related-but-separate Best of Python

**Describe the issue:**
"Best of Python" is actually split into dev tools vs libraries. It's not explicit for someone finding best of python dev that there's another page where the rest of the python ecosystem is. 

At the top of the readme, there should be a link / callout to this parallel listing. 

(And on best of python page, this dev tool page is pretty buried...)
