SCC 2025 MLPerf Inference documentation

Hi @arjunsuresh, for SCC25, I was thinking of creating a separate horizontal tab instead of adding it as a subsection under llama2-70b. This way, we could clearly separate the documentation for:

• Model and dataset download
• Model quantization
• Submission instructions
• Evaluation Criterias
• Other SCC25-specific content

Would love to hear your thoughts on this approach
