Check whether objects have been altered

OpenML allows to modify datasets, if caching is enabled the object is not updated. If caching is disabled, the new object is loaded into the R session but not cached.

Not sure how to deal with that ...

I'm pretty sure the server should give you a revision number? Maybe include it in the path?

Ok so I suggest the following:
There is an additional option "mlr3oml.update" that is TRUE by default and that is the default value for a new argument "update" for the initialization functions of Collections and Datasets (the only mutuable objects afaik).
If it is TRUE, the descriptions for Collections and Datasets are only loaded from cache if there is no internet. If it is FALSE or there is no internet, the descriptions are loaded from Cache.

If there is a GraphQL api in the future there might be a better solution for checking whether an object has been altered.
