Add printer compatibility issue template

Adds GitHub issue template to streamline community reporting of
printer compatibility. Users can now easily report:
- Which printer model they tested
- Whether it works (✅/🟡/❌)
- Configuration details (Pi model, OS, watch directory)
- Special requirements or issues encountered

This will help build the community-contributed compatibility matrix
referenced in README.md.
